Hard to say, I've aways been a fan of the villains in movies and fiction. The Empire, the Romulans, Jafar, Nilfgaard.
 
As others have said above, perhaps it's the 'break from reality' element. Where's the fun in playing a smiley goody-two-shoes when you can be a snarky, frowning bad guy all in good fun?  
 
And it helps when you have Peter Cushing as the main representative of the Imperial Officers you see on screen!

I think "Senior Technician" might sound like something. Or maybe "Senior Science Officer" since I belive there have to be a bunch of those to maintain control of such a new, expensive and powerful weapon to make sure everything is working. Since Rogue One there could be some reason behind this. Galens uniform has the straight pants too. And the advanced weapons research program must have hundereds if not thousands of officers working on the final calibration. And indeed Tarkin gets informed that "The final checkup is completed!" So maybe these guys did that checkup? A silly fan-fiction for sure - but might be something ...
