    There's been an influx of new potential Thrawns lately, so I figured it would be most helpful to put this all in one place where others can reference it rather than popping up in every thread and repeating myself.
     
    MAKEUP
     
    I've done a lot of bodypaint characters over the years, especially blue people, and at this point I have used or at least tested pretty much every blue bodypaint on the market. There's no right or wrong choice, but I can lay out the pros and cons so no one has to waste money on trial and error. I have chosen for this list mostly products that have broad availability, and mostly inexpensive. Where the best options are expensive, I have offered a more affordable counterpart.
     
    Water soluble makeup options:

    Ben Nye :
                pros: inexpensive, widely available, decent color range, ease of application
                cons: mediocre wear quality, some flaking/scaliness depending on application. No great Rebels match without blending

    Kryolan Aquacolor
                Pros: price, availability, ease of application
                Cons: medium wear quality, no great Rebels Thrawn color currently

    Kryolan Supracolor
                Pros: better wear than the previous two, nice color range
                Cons: Stains garments, not a fan
     
    Mehron Paradise
                  Pros: Price, longterm wear with sealant, good color choices
                  Cons: Small packaging, quickly used up

    MAC Chromacake
                Pros: Perfect color option for Rebels Thrawn, longevity of wear
                Cons: 28$/3 oz, gets used up quickly

    ProAiir Dips
    Pros: longevity, lightweight feel
    Cons: airbush only, no Rebels Thrawn match without blending
     
    Vibe by European Body Arts
                Pros: longevity, color options, hand or airbrush application
                Cons: heavier feel on the skin, difficulty in removal
     
    Alcohol activated options:

    Kryolan BIC
                Pros: lightweight, skin still ‘breathes’, price, extensive longevity
                Cons: Blue is very dark, Turquoise is very green – good for Legends Thrawn but not Rebels color.
     
    Skin Illustrator
                Pros: can buy individual colors rather than full pallets, great color selection, very lightweight feel
                Cons: palletes are very small, used up quickly, can apply streaky – better option for those with existing makeup skills

    Endura (liquid) fun fact:  Endura Light Blue is the base coat used by Marvel for the Kree aliens!
    Pros: longevity of wear, good Rebels turquoise, many blue options for blending, hand or airbrush application
    Cons: Takes a while to remove, midweight-heavy feel on the skin

    Endura (pallet)
    Pros: longevity, lightweight feel
    Cons: no good Rebels Thrawn color currently, would require mixing skills which is difficult when its dry pallet
     
    Detailing Makeup

    Powder Contour options:

    Coastal Scents color pallets: inexpensive, many blues included in palletes, low pigment

    NYX individual eye shadows: inexpensive, mix and match, matte powders for shading. Medium pigment

    MAC individual eye shadows: expensive, mix and match, high pigmentation
     
    L'Oreal: inexpensive, has a great greenish-turquoise light shimmer powder good for hilight and toning base blue to match Rebels

    Red under eye liner:

    NYX liquid red: inexpensive, good longevity, shows up well on top of blue

    STILA red liquid liner: expensive, good longevity, very strong matte color

    Sephora brand red liners: inexpensive, pencil style

    (Stay away from lip liners and similar products; they're the easiest to find red liners in, but lip products are not intended to be eye safe. It is unlikely to cause an issue, but has the potential to do so)

    Lipstick

    NYX light blue: perfect color match for Endura light blue liquid, so you don't have to use base coat your lips

    MAC Amplified: has several matte shades to match Endura, Mehron, Aquacolor, other blues can be found in different lipstick lines

    For the light pink over color; you want a nude (not pink!) semi-sheer matte lip gloss. There are too many options to narrow down a right or wrong choice; for inexpensive widely available brands that have acceptable options; L'Oreal, NYX, E.L.F, Maybelline

    Brow Products

    Kat Von D Brow pomade: comes in both natural and unnatural (blue, although currently only light) shades. Its a highly pigmented product that will easily cover bodypaint.Expensive

    DipBrow pomade: natural shades; black + blue powder best for this application. High pigmentation will cover bodypaint base. Expensive

    For inexpensive options, buy a brow brush (suggestion: E.L.F Eyebrow Duo Brush) that has a mascara wand-like end to pull up any brow hairs painted down with blue, and a sharp, angled brush to fill in and re-draw your brows. All the powder options above that have a deep blue would be suitable for this purpose!

    E.L.F. eyebrow stencil: If you have covered up your brows with bodypaint, are inexperienced in drawing in your eyebrows, or are aiming for the shape and size of Rebels Thrawn's very well-plucked brows, this is the easiest way to go and ELF is your most inexpensive option.

    Sealants

    Ben Nye Final Seal – for any and all of the above options, is the gold standard of theatrical makeup

    ProSeal (European body arts) – for alcohol makeup options

    Removers

    Unveil/Vapore: high powered removers that will take off any of the above options, but are the #1 choice for alcohol activated makups

    Ben Nye Remove It All: a less expensive all-around makeup remover, not as good at alcohol makeup

    Witch Hazel: inexpensive option to take off most alcohol-activated makeups in non-sensitive areas (neck, ears, hands, etc)


    Hair Options

    Rebels Thrawn requires dark blue hair, unlike Legends Thrawn's black hair. These color options will work on most hair, if you have naturally platinum, grey, or pre-lightened hair there is the possibility of staining.

    Temporary, wash-out hair color sprays:

    Jerome Russell B'Wild spray

    ION Brights Airbrush Color
     
    Blue Hue Liquid Chalk

    Color Bombz 
     

    Hair Waxes, these are all pretty similar products, available on Amazon in most countries. Bonus of not required additional styling product as they are a medium hold pomade

    Wig options
     
    Wig Is Fashion: Chinese based website with NA/EU/UK shipping options, no short cut options available but many variations on blue lacefront wigs that could be cut to suit. Will also do custom with any existing color, based on photos, in the 100$ range. Your best quality for a low cost option if you can't use your real hair.

    Enchanted Sea: Instagram/Deviant Art, cosplay artist who has done custom Rebels Thrawn wig in the past.

    Hero Hair: high end, full custom, film-quality handmade wigs.




    I will be updating with additional materials in the future; I'm working on a couple of video makeup tutorials featuring some of these options, as well as print files for accurate epaulets + guide on sizing them for print

    I have to second the Endura liquid recommendation!! 
    I used to use ben nye as my go to body paint, but even after sealing, I would just be so afraid it would rub off on my costume or other things. Never had that worry with endura, and it doesn't upset my skin as much either. It does take a bit more time to apply, but I do think it goes on more cleanly in the end and looks better overall.

    I also use a bit of darker endura (mixing a small bit of dark blue in with my base color) and the nyx eye shadow for contour. This is VERY important, since painting your face all one color will make you look very flat if you don't contour at least a bit.  Also you can make yourself have cheekbones for days, which I enjoy so much.

    The radio drama in 1980 for a new hope and empire has a unique place in Star Wars history.  Lucas sold the rights to public radio at USC for one dollar.
     
    both dramas greatly expanded the movies showing how leia got the stolen data tapes, lots more of Biggs, leias father and the hinting of Tarkins betrayal of the emperor.  Empire showed how Luke became the commander of Rogue Squadron.
     
    Lucas was adamant keeping this as the top tier “G” canon for years until the new movies contradicted what happened in the dramas.
     
    Return of the Jedi was produced in the 90’s.  I remember coming back from cub scouts to hear the 1980 broadcast on radio.  They are worth listening to because some of the actors like Hamill and Daniels reprised their roles

    The statue game can be good and bad. At a recent troop, I was standing very still in my Royal Guard, when a policeman smacked the side of my helmet very hard, saying "this one almost looks real". My reflex reaction was to smack the crap out of him across the chest with my force pike. It didn't hurt him because it's just hollow plastic, but it scared him enough to hopefully not go around smacking expensive props (alive or not) like a moron.

    I was wearing my Gunner today and was asked if I was from Space Balls... it was bound to happen.
    But not long after that I played the statue game (stood really still and waited for some people to try and poke me to see if I was real... I love having a bucket!)

    I had my glossy white tk called a sandtrooper
    I had my sandtrooper called a snow trooper ( the little boy jumped in and corrected his mom at that point)
    I had my tk called captain Rex ...
    I had my friend in a shadow tk called Darth vader
    I had my friend in a magma trooper called a red Darth vader (face palm). And an emperors guard.
    I have only worn my officer once, but it was at a con and people knew what I was...everyone kept making vader motions and I had to go around choking . I ended up in the local paper correctly identified as an imperial officer as well. I figured I'd be called a nazi a lot but in that con people knew what I was at least.
    Thankfully when I am in vader all I hear is darth vader Darth vader Darth vader....

    As a stormtrooper officer I was reffered as "Police Officer" from a japanese tourist, who asked the way.
    Once we were hired in a shopping mall, we entered the mall to the backdoors because it should be a surprise for the customers. Very conspirative action! After we leaved the changing room in costumes, one of the employees behind the scene, who also was not informed about our mission, looked surprised and ask me (whispering) if we are special agents from the german customs and looking for illegal workers. For kicks I said "Yes, of course, we are VERY special agents, but it´s top secret!" I asked her in which shop she´s working. She answered "housewares". I said "Oh good, first we start our investigation in the toy store, but later we also come to your shop too." She nodded her head, said "thank you" and disappeared. The whole day I never saw her again!
    And a 501st-comrade of mine, also in black uniform, was called "russian submarine crew member" from an older woman. Further she told him her sympathy because of the Kursk-Disaster, because he lost so many comrades. Very weird situation.

    I know not everyone is a Star Wars expect, but I've gotten called some really bizarre names while trooping...
    Staff Officer - "Police" "Captain" "Republic"
    I haven't been called a Nazi yet, BUT I was wearing my uniform when I had the honor of meting Carol Spinney (the Muppet performer who does Big Bird and Oscar the Grouch) and all he wanted to do was tell me stories about Nazis. Very awesome talking about Nazis with Big Bird.
    ISB - "Waiter"
    Navy - "Dark Helmet" "Rick Morranis" "Space Balls"
    Gunner - "Darth Vader" "Darth" "Daft Punk" (I loved the guy that called me Daft Punk, it was at the St. Patty's parade, the guy was screaming at me that he loved my albums, he was very drunk and very angry. I guess he hates that he loved Daft Punk...)

    Good catch, but I'm not sure.  If the radius is .25" (which is what I believe it to be, so for figuring here I'll say it is) it looks like your black line goes about .125" past that radius.
    But that could be a good guide.  Or it could be too specific.
    Either way, good eye!

    Moff is military and political title for a sector leader. It originates from the days of the Old Republic.  As the Republic would expand outward and incorporate new systems they woulc occasionally encounter warlords or kings that would control entire sectors.  These leaders were given the title of Moff to help them integrate into the Republic.  Eventually as time passed the leaders would die and the sectors would elect representatives to the galactic senate.  As the Old Republic settled into its established borders, the title fell out of use. 

    Flash forward to the last year of the Clone War with the conflict appearing to have no end in sight.  Chancelor Palpatine started to appoint Moffs to work in parallel with their respective sector senators.  The Moff''s would oversee resources such as planets for the war effort, not just direct fleets and armies.  In areas where territory was conquered a moff was used rather than the previous senator that had proven traitorous to the Republic.  This was captured in the online Starwars.com Holonet news which gave a week by week account of the Clone Wars leading up to the release of Revenge of the Sith.  

     
     
     
    The first time the rank for a Moff is seen is in Revenge of the Sith on Governor Tarkin.  In the Tarkin novel, there are 20 moffs established at the dawn of the Empire.  Tarkin convinces the Emperor to create a special oversector leader for a combination of other sectors.  This was done making him Grand Moff Tarkin.
     
    Grand Moff Tarkin is the leader of the Outer Rim Territories made up mostly of conquered territory from the Clone Wars and Hutt territory acquired during the war.  Here far from prying eyes of the Core Worlds, work is undertaken on the imperial war machine including the Death Star.  
     
    The rank of moff becomes the defacto sector leader after Palpatine abolishes the senate.  And the number of moffs by then equal or exceed the number of senators previously in the legislative body.  
     
    Replacing the bureaucracy are other ranks in the imperial structure.  The rank depends on the importance of the world.   In many cases, a world has a simple governor.  Sometimes the moff picks a favorite world to rule from and adopts the title of "governor" to go with Moff.   Other times military officers are used to govern worlds.
     
     Captain Sturn is the governor of the occupied world of Kashyyyk.  Styling himself as a big game hunter, Sturn wore a sash made of wookiee fur.
     
     
    Baron Tarko had the rank of Moff, but also the title of nobility where he governed on the world of Cato Nemodia, homeworld of the former Trade Federation.  He adopted the local fashion aesthetic into his uniform dress.
     
    Governor Pryce had no record of military service before becoming appointed the leader of the world Lothal.  Her uniform was strictly that of imperial officer.
     
    Captain Supervisor Grammel was the officer in charge of an imperial mining operation of Circarpous V.  Portly and more of a sadist in charge of the miners.
     
    His rule was not long.  
     
    Lon Isoto of Brental IV, who had the decency to at least wear his rank...
     
    and not much else.

    Even Queen Amidala's Captain Panaka became the moff for the Naboo sector serving his old friend the former Senator Palpatine.
     
    How many moff's are there?  As many as there are senators.

    I thought that Eli was a Lieutenant Commander, because it's the same rank Krennic had for a short time in "Catalyst" and it was also translated as "Kapitänleutnant". And Thrawn shortened it calling Eli "Kaleu" which sounds ridiculous to me, don't know if he called him "Lieuco" or whatever in english

    According to Glyn Dillons Rank Chart a Navy Commander is lower than a Navy Captain, but in the novel it's just the other way round. Thanks Timothy, I thought you would make it right  
     
     
    But I just finished the novel and it's brilliant! Very close to "Heir of the Empire"
