Aye, I noticed that about the uniforms in the comic book too. While the comics are providing a lot of useful reference for Thrawn in uniforms outside of the white Grand Admiral, it's worth thinking about and discussing how one would approach a "non Grand Admiral comics Thrawn build" and whether or not there is a new CRL in there, due to the design of the tunic etc.

I would think that to make an "olive ISB" for lack of a better term, you'd probably be looking at a new CRL to cover that point. Alternatively, an option could be added to the Line Officer (I know we hate adding options to things now but it's just another possibility) to permit an "ISB style closure". If we can link that closure style to -specifically- ranks below Lieutenant, that could be something cool to tie in with "if you're wearing a rank below Lieutenant, you may use these ranks". It's possible that outside of its own CRL, it might be something you'd only really be able to restrict or police (closure style to rank) in the higher levels of clearance. When someone was specifically emulating someone from the comics.
A possible loophole might need to be closed regarding "Just be blue in a line officer uniform". At present, all Thrawn CRLS have solid makeup requirements. If someone "is just a chiss in an olive uniform" we probably need to be careful that A) their makeup is up to an approvable standard and B ) they aren't going to be treading on the toes of a person signed up as one of the various Thrawn's. I think you would risk multiple "Thrawn-a-likes" at larger events. There's also the worry that someone might "want a thrawn costume" but not want to have to make a full Grand Admiral, so just slaps a blue face on, wears their line officer, things get muddled up or their makeup isnt up to scratch etc.
Adding a Thrawn makeup appearance setup as an optional within the Line officer CRL (or within the Comic Line Officer CRL.. if it happens..) would help to reduce this. It would ensure makeup standards still remain high, and I do think that you -should- be clearing "Line Officer Thrawn"s so that signups for troops don't get complicated and weird with overlap. Troop manager can then see "oh well we've already got a Line Officer Thrawn signed up for then, so you can't be GA Thrawn/Rebels Thrawn at the same time, sorry" etc.
I've probably muddled up my issue and solution but I'm hoping the problem I'm highlighting and the potential loophole for exploitation makes sense?

Just to steer this back on point, this isn't a thread about Tarkin.
In the panels Vanya posted, Tarkin and Thrawn have very different closures to Eli. Eli and Thrawn had both had those same pointy ISB closures aaaaall the way up to his promotion to Admiral, whereby he starts wearing the new closure that better matches movie closure. Disregard Tarkin. It just puts more weight behind the pointy ISB closure being a very specific and intentional design choice. Plus a possible link to that design choice being specifically for certain ranks. Which is new and interesting!

Since a Moff =/= Grand Moff (kinda like an Admiral isn’t a Grand Admiral), I would expect him to have a different rank.
A Four Star General doesn’t have the same rank as a General in the real military either.

It would be /extremely/ easy to modify an existing line officer uniform to the ISB style.
I have a spare cosplaysky uniform that I've had lying around for a bit to harvest for hat fabric (they messed up measurements and let me keep it)
I'd be more than willing to make a quick tutorial if there's interest?

Would it be a better term to use “movie” Troops instead of “canon” Tripp’s? The comic books are canon... as are video games, the novels any other material in addition to the cartoons.
It is the pre-2013 legacy material that is not considered (and yet still is in many circumstances)

guess we're not gonna address the tone, okay whatever.
'Yoke doesn't quite meet' imo is on the same level as they use black shading lines so they didn't do big harsh black lines for princess seams/arm seams, kind of shrug at it all. Its not on the same level as the ISB style flap tunics having a clear and consistent association with ranks and where the cut-off for the change is.

They regular moff'd his rank though. Its a preview image, so one or the other may be incorrect. Coloring is done by a separate person, Luke Ross who does the main art is not the colorist, so color tile inconsistency would lie elsewhere. The artist is responsible for the uniform design, which is the entire point of the post.
The point was ISB flap style tunic was from ranks A to B, normal style tunic is shown as Admiral, equivalent governor ranks.
There's really no need to derail 'these ranks wear X, these ranks wear Y, here is the consistency in images" because there's no little yellow tiles. That reaaaaally doesn't negate the information stated

A couple of notes, having read through this discussion.
Cover art has little to no bearing on the content of the book; they're done by guest artists who have a huge amount of leeway, and are often just for aesthetics, and each issue of Thrawn so far has had 1-3 variant covers. Marvel did a series of Variant covers about 1.5 years ago in homage to popular hip-hop album covers, using superheroes, doesn't mean Dr. Strange is canonically starting a rap career They're the comic equivalent of movie posters that take a lot of artistic license. So, uniform variance on a cover drawn by someone who has no other relation to the work and possibly hasn't even read it is iffy at best; comic cosplayers take that all with a grain of salt in regards to it being canon.
The ISB-style tunic flap is internally consistent on officers within the run, across a variety of ranks and jobs. Its especially noticeable on Eli and Thrawn as they're in the spotlight, up through issue three.
What's interesting to note, however, is Tarkin has a normal uniform type when he shows up. Thrawn has the different flap tunic, until he's promoted to Admiral, after which he has a standard tunic like Tarkin, as seen in previews for issue #4, while lower-ranked Eli still has the other style.
The consistently and use for certain ranks/characters definitely shows its not an art error of any kind, its a conscious design choice. (However I would easily accept the argument that the lack of princess seams on anybody is probably for easy of shading and not muddling the image with unnecessary lines, but they probably should be left out if its comic-variant, ISB-flap style, field grey uniform in the ranks we see in book)
and here again we see a room where everyone is Governor/Moff or Admiral rank, and they're standard
literally right before promotion, straight ISB style flap:
immediately after promotion: Eli in ISB style, Thrawn in new standard style:
Its a deliberate choice by the art team, internally consistent within the run, so ideally a low-ranked Thrawn or any Eli Vanto should be wearing the IBS flap style line officer. An Admiral Thrawn should be in a standard uniform.
So, TL;DR here
A potential CRL for Comic Thrawn should feature ISB flap style uniform as pictured for ranks Lieutenant through Captain, Admiral rank should be applied to standard uniform style only. Big ???? on whether its worth picking over lack of princess/back arm seams, as no ones been up in arms about their non-existence in the past on other comic runs. Also I've messaged the artist about clarity on what ranks get what

Hux wearing that coat is the only reason I'd say that the holster should be an optional accessory, separate from the blaster (so you can still hold the blaster as you would have before, with no holster requirement). Wearing the holster and blaster beneath the coat, unless you were looking to replicate the throne room photos or pose with it a certain way (reaching for it, etc) will create a LOT of bulk under the coat on the left and the coat should be fitted to the torso of the wearer. Otherwise though it looks like the exact same holster shape as seen on the belts of the disguised rebels.
I appreciate that we don't see the other officers carrying the blaster and holster very much at all, however it's a great accessory and the disguised rebels have given us enough shots of the blaster&holster on those two uniform types to warrant them being acceptable on those uniforms/for those ranks? I'm going to keep digging for some additional pics where I can to present here! 4k where possible. If a suitable prop photo and some text can be worked out and we can agree on it in here, makes sense to roll it out to Hux and then look at rolling it out across the board perhaps? It also puts the groundwork in for that accessory for whenever the FOSB CRL comes along.

Probably reasonable to add this to the other FO CRL's too. Finn and DJ have them with blasters for Captains and Lieutenants, and Rose has one for a Major. They all seem to share the same design which is useful!

The only tricky part is nailing down that consistency issue of number of cylinders etc. Could possibly have it as a basic rule everyone follow the "Tarkin" setup? Four dosimeter style cylinders with correct rank bar on a fieldgrey uniform? Should someone then want to emulate say, the Moff in the comics in the first post, that could be something pursued at Level 3?

Moff Panaka artwork has 4 code cylinders. Perhaps you could do a moff crl male wears green female grey?
Between 2-4 code cylinders?
Or just add this to the line officer approved list. Though I thought it already was.

There's been an influx of new potential Thrawns lately, so I figured it would be most helpful to put this all in one place where others can reference it rather than popping up in every thread and repeating myself.
MAKEUP
I've done a lot of bodypaint characters over the years, especially blue people, and at this point I have used or at least tested pretty much every blue bodypaint on the market. There's no right or wrong choice, but I can lay out the pros and cons so no one has to waste money on trial and error. I have chosen for this list mostly products that have broad availability, and mostly inexpensive. Where the best options are expensive, I have offered a more affordable counterpart.
Water soluble makeup options:
Ben Nye :
pros: inexpensive, widely available, decent color range, ease of application
cons: mediocre wear quality, some flaking/scaliness depending on application. No great Rebels match without blending
Kryolan Aquacolor
Pros: price, availability, ease of application
Cons: medium wear quality, no great Rebels Thrawn color currently
Kryolan Supracolor
Pros: better wear than the previous two, nice color range
Cons: Stains garments, not a fan
Mehron Paradise
Pros: Price, longterm wear with sealant, good color choices
Cons: Small packaging, quickly used up
MAC Chromacake
Pros: Perfect color option for Rebels Thrawn, longevity of wear
Cons: 28$/3 oz, gets used up quickly
ProAiir Dips
Pros: longevity, lightweight feel
Cons: airbush only, no Rebels Thrawn match without blending
Vibe by European Body Arts
Pros: longevity, color options, hand or airbrush application
Cons: heavier feel on the skin, difficulty in removal
Alcohol activated options:
Kryolan BIC
Pros: lightweight, skin still ‘breathes’, price, extensive longevity
Cons: Blue is very dark, Turquoise is very green – good for Legends Thrawn but not Rebels color.
Skin Illustrator
Pros: can buy individual colors rather than full pallets, great color selection, very lightweight feel
Cons: palletes are very small, used up quickly, can apply streaky – better option for those with existing makeup skills
Endura (liquid) fun fact: Endura Light Blue is the base coat used by Marvel for the Kree aliens!
Pros: longevity of wear, good Rebels turquoise, many blue options for blending, hand or airbrush application
Cons: Takes a while to remove, midweight-heavy feel on the skin
Endura (pallet)
Pros: longevity, lightweight feel
Cons: no good Rebels Thrawn color currently, would require mixing skills which is difficult when its dry pallet
Detailing Makeup
Powder Contour options:
Coastal Scents color pallets: inexpensive, many blues included in palletes, low pigment
NYX individual eye shadows: inexpensive, mix and match, matte powders for shading. Medium pigment
MAC individual eye shadows: expensive, mix and match, high pigmentation
L'Oreal: inexpensive, has a great greenish-turquoise light shimmer powder good for hilight and toning base blue to match Rebels
Red under eye liner:
NYX liquid red: inexpensive, good longevity, shows up well on top of blue
STILA red liquid liner: expensive, good longevity, very strong matte color
Sephora brand red liners: inexpensive, pencil style
(Stay away from lip liners and similar products; they're the easiest to find red liners in, but lip products are not intended to be eye safe. It is unlikely to cause an issue, but has the potential to do so)
Lipstick
NYX light blue: perfect color match for Endura light blue liquid, so you don't have to use base coat your lips
MAC Amplified: has several matte shades to match Endura, Mehron, Aquacolor, other blues can be found in different lipstick lines
For the light pink over color; you want a nude (not pink!) semi-sheer matte lip gloss. There are too many options to narrow down a right or wrong choice; for inexpensive widely available brands that have acceptable options; L'Oreal, NYX, E.L.F, Maybelline
Brow Products
Kat Von D Brow pomade: comes in both natural and unnatural (blue, although currently only light) shades. Its a highly pigmented product that will easily cover bodypaint.Expensive
DipBrow pomade: natural shades; black + blue powder best for this application. High pigmentation will cover bodypaint base. Expensive
For inexpensive options, buy a brow brush (suggestion: E.L.F Eyebrow Duo Brush) that has a mascara wand-like end to pull up any brow hairs painted down with blue, and a sharp, angled brush to fill in and re-draw your brows. All the powder options above that have a deep blue would be suitable for this purpose!
E.L.F. eyebrow stencil: If you have covered up your brows with bodypaint, are inexperienced in drawing in your eyebrows, or are aiming for the shape and size of Rebels Thrawn's very well-plucked brows, this is the easiest way to go and ELF is your most inexpensive option.
Sealants
Ben Nye Final Seal – for any and all of the above options, is the gold standard of theatrical makeup
ProSeal (European body arts) – for alcohol makeup options
Removers
Unveil/Vapore: high powered removers that will take off any of the above options, but are the #1 choice for alcohol activated makups
Ben Nye Remove It All: a less expensive all-around makeup remover, not as good at alcohol makeup
Witch Hazel: inexpensive option to take off most alcohol-activated makeups in non-sensitive areas (neck, ears, hands, etc)
Hair Options
Rebels Thrawn requires dark blue hair, unlike Legends Thrawn's black hair. These color options will work on most hair, if you have naturally platinum, grey, or pre-lightened hair there is the possibility of staining.
Temporary, wash-out hair color sprays:
Jerome Russell B'Wild spray
ION Brights Airbrush Color
Blue Hue Liquid Chalk
Color Bombz
Hair Waxes, these are all pretty similar products, available on Amazon in most countries. Bonus of not required additional styling product as they are a medium hold pomade

Volluck
Chige
Wig options
Wig Is Fashion: Chinese based website with NA/EU/UK shipping options, no short cut options available but many variations on blue lacefront wigs that could be cut to suit. Will also do custom with any existing color, based on photos, in the 100$ range. Your best quality for a low cost option if you can't use your real hair.
Enchanted Sea: Instagram/Deviant Art, cosplay artist who has done custom Rebels Thrawn wig in the past.
Hero Hair: high end, full custom, film-quality handmade wigs.
I will be updating with additional materials in the future; I'm working on a couple of video makeup tutorials featuring some of these options, as well as print files for accurate epaulets + guide on sizing them for print

Might not be too much of an issue if the colour is right and you can still cover your scalp beneath? I know that the spray hair colour and the coloured waxes might be good for coverage, unsure how they'd fare on your skin beneath though as that would need to be blue if visible through the shorter hair!
