Are you signed up on https://www.fl501st.com/boards/ucp.php?mode=login? Typically that is where new members will announce themselves and where you can find a lot of additional information as well, like how to submit and who to contact. I'm not signed up on the Florida Garrison forums, but for Garrison Tyranus, there is a section of the forums that are for new members with topics like "I have my costume, how do I submit?" With Florida Garrison being so large, I'd bet there is something like that in there.
