Usually they're brass clip, but I might be wrong. But Yoy have this in CRL:
"Alternate Style: Silver clip with no blue top"
so it is the answer, I think.

In the OT, there were a couple of officers with the silver top silver clip code cylinders.
I think they were all line officers though.
For a staff officer, I would go with the brass clip blue tip.

As Jeff said, dosimeter style with blue top and brass clips are what most typically wear. However, all officers in Rogue One had dosimeter style code cylinders with blue tops and silver clips. But, as I said, most people have brass clips.
