[Names I've been called while Trooping...]

I was watching A New Hope with my mom today and she asked me if my uniform was “modeled after” Tarkin’s.

 

Really? My hair isn’t even gray and she still called me Tarkin!

There are several officers in ANH who don’t wear a hat (Tagge, Motti, and pretty much everyone in the Death Star conference room), so why are hats required? Can it be optional to wear one?
