I was happy to see Star Wars move in a new direction. Do I have my own issues with the film? Sure. But a lot of what happened in it was really awesome. Agree somewhat on overdoing the comedy and filler a little. But the scenes that really mattered were well done in my opinion. And it was great to see Luke back in action!

My particular opinion as in regards to rankbars on Staff officer is so: I have absolutely no problem in saying that L1 Staff Officer should allow for whatever rankbar, due to whatever reference. You got a reference, have a rankbar!
The problem to be resolved is how to answer "What is more accurate for L2/L3?" which, as @Mac says above (and whom should NOT be made to feel bad for making the proposal) is really hard to answer ... because really, that really depends on the exact reference you are looking at.
I haven't been here all that long, but for what it's worth I found the current CRL for the SO kind of confusing when I first looked at it. It's true that it doesn't explicitly state that it "requires a single rank bar" *overall*. But at the higher costuming levels it does, and I interpreted that as such because other examples for the SO are not stated. I'm glad everybody is talking about this because as a newcomer I definitely think it's a topic that needs addressing and I tend to lean toward the idea that if there's an LFL reference for a character (separate from the screen-accurate level) with double rank bars then someone should be able to costume as that character.
I also agree with the idea of having CRLs for different *types* of officers from the various films but I also recognize the issues/concerns in there suddenly being only a few OT officers. Perhaps there is a way to combine the CRLs without it being too confusing, with some kind of statement about "For an OT screen-accurate officer..." etc, "For characters from sources such as comics or the TV show..." etc. But that would require a talented, concise writer!
All that said, the OT is still so enduring in its popularity, so it's hard to say what people will choose to do. If costumes from newer films become a bit more prevalent, wouldn't that kind of happen anyway? I still think plenty of fans (like me for example) would want costumes from the originals because they're still so iconic.

I'll admit it would be cool to have armor or helmets in the "optional accessories" category of the CRL for different officers. It would add some pizazz, where if they're on a ship or a base they'd still be wearing the normal uniform but if the situation called for it (boarding party, landing planetside for battle) they could suit up!
