Interesting question. But if your costume meets the requirements I don't see why you shouldn't submit for L2 and L3. You'll just need to follow the directions in the Executor and Imperator section of the Forums. Good luck!

You definitely can!
I know several CRL models in the past year have, and others have been encouraged to do so. Just personal preference about whether you want to, I think.

I do believe the CRL should be opened up for any Solo appropriate rank, and have the Lieutenant rank as a L2 or L3 bonus.
There is precedence for this with the AT-AT commander CRL, which at L1 allows for any rank, even though we only ever see General Veers on screen. The higher levels require a General Rank.
