Where do I post a tour of duty so I can move up the ranks in IOC. Been a member for 18 months but haven’t figured out where to do it yet.

I have been discussing with my local 501 and need further help, I have been looking for boots for my officer uniform and was told rubber boots were not approvable but on a post in here I saw where someone was using rubber boots. Can someone clarify that for me and maybe direct me to where I can get some boots that are approvable without costing me i vital organ or two
