Yeah...it took me a hot second to figure out the forum upload thing. 
Every photo you uploaded ever, to the forums here, counts towards that. Basically, you have to upload your pictures elsewhere and "hot link" them. 

I abstained from shaving a few days and built up enough "pre-beard" that I could experiment with some 1977 sideburns. Think Kassius Konstantine. I took a picture but the forum says its too big. That is going to be a big problem when it comes time for WIP and eventually approval. Is there something I can do better?

I've heard a lot of talk on here about achieving Imperator or Executor status. Is this IOC lingo for Level 2 and 3? Can someone clarify this for me?

yes this is IOC lingo for Level 2(Executor) and Level 3(Imperator) costume approval statuses.

What you first do is get your suit. #2. You submit your Costume to your local Garrison. #3 The pictures will probably take a week or a month so they can review your uniform.

Personally, sometimes I wear beard, sometimes I wear chops, mustache or nothing. As pointed in the threat, you are free to do whatever you want. The only exception is when you are doing a character.

All those OT English officers have huge mod chops. Some of those are practically beards anyways.
 
It's nautical. We'll keep the beard, we'll trim it down and shape it. It'll be decorative.
 

There are a number of imperial officers with facial hair going back to the old Marvel Comics from 1977 to 1985.  They have run the gambit of long side burns, full beards, mustache's, goatees, it is pretty broad.

These were brought into canon, but characters in the recent Rogue One film...but we see full beards in the Mandalorian and in the production art that was not fully used for some of the episodes.

Beards no only have a place, but have a tradition with some real world services.  

My personal head-canon has always been that, due to the year ANH was filmed, the expected grooming standards of the fictional Empire is simply what IRL would've been the acceptable workplace standards of the 1970s.  So, essentially the '70s 'stashes and sideburns you saw in the movies.  Most of the officers looked like they could be any television presenter or news reporter from the 1970s. 

When I was in the Navy (and certainly in the ‘70s) E4 and above were allowed to have beards. That ended in ‘84.

Different militaries have different rules, so too different galaxies.
