Seems to be based more on Earth military than what we've seen as hints in the SW universe, since it seems that the rank of Commander outranks that of a Captain in SW.

It doesn't matter where or from whom one acquires a costume. As long as it looks top-quality and fits the wearer, it is acceptable.
With that said, the IOC's official policy (insofar as I'm just making an executive decision ) will be that the Museum Replicas product will require physical review in hand before being deemed acceptable or not. As it's still in pre-sale phase, it's far too early and premature to make a decision one way or the other when all we have to go on are marketing photos.
If Museum Replicas does decide to produce Stormtrooper or other character costumes, more power to 'em. Those outfits will still require rigorous review by the 501st to determine whether or not they will be acceptable (remember that Rubies has disappointed us in both the Vader and Stormtrooper), and if they are not up to standards, we simply deal with the influx of applicants wearing off-the-shelf products who get mad when we say "no."
Just like with the Rubies Vader.

Templar talked to the MusR folks (can't say "MR," since many take that to mean "Master Replicas" ) and they plan to have a size chart posted in about a week, as well as better photos.
Considering my weight loss, I think I'm going to have to pick one of these up myself. Shipment is still slated for around December, though.

According to their July 10 blog post, Museum Replicas looks to be releasing an Imperial Officer uniform in "green and black." I'm rather curious about that, and of course, since it's Museum Replicas, the cost is likely to be rather high.
But I'll reserve judgment on it until I see it myself or hear more news. If anyone's headed to SDCC, see if you can get any more info out of them!

Considering that you're interested in building an IC costume, there's the CRL entry that was written by my predecessor but is fairly descriptive in what's required in the Costume Resource Library link, as well as the Imperial Crew forum for further discussion on the required parts. As with all things 501st, there's no such thing as a retail off-the-rack costume.

You'd need sheet, not bar. Cutting bar to the right thickness would be more work than just trimming sheet.
It'd be like trying to shave a 1x2 slice of cheese from a block and hoping that it's the right thickness and flatness vs. cutting a 1x2 piece from a piece of sliced cheese.

Some folks use magnets to avoid damaging the fabric (rare-earth/nyodimium). I just attached a regular bar pin with E-6000 to the back of mine and just pin it in place.

The 501st is separated by geography, so as long you're living in the same Garrison's territory, you're automatically part of that Garrison. In your case, I'm guessing the UKG.
Numbers are chosen by the applicant, as long as it's available. 5317 is already taken, and unless you've already applied for Legion membership and you're the 1204 in the UK, that number is also already taken. When you apply for membership, you must select up to 4 or 5 number choices in case your first choice is no longer available.
The prefix is based automatically on costume type. Your brother's shadow trooper would be a TX, but your officer uniform would make you an ID. But it's the 4-digit number that's most important. For example, I'm 1800, but the prefix changes depending on which costume I'm wearing at the time (TK, TI, ID, or my in-progress TD).
Your costume will be reviewed by your local unit's GML (Garrison Membership Liaison), and he can make suggestions on what you need if you're missing anything.

To answer the original question, yes, SDC produces fine quality items, but turn-around time is very slow, regardless of the product.
However, you've evidently already burned your bridge with them, so I'm not exactly sure what the purpose of this question was.
