The Jack boots from Soldier of Fortune in the link in an above post seem like they'd be too tall for Crew or Navy approval.
They would be too tall for crew have you looked at engineer boots they can be a bit larger but check first if you find any

Darts are put into tunics to help with the fit I'm ex British army I'm sure the ladies dress uniform was slightly different to the men's I can't see why some extra darts would be a problem at the end of the day we want sharp imperial looking officers

In the visual dictionary there's named officers in flight suits with no rank confusing yes but makes sense I'm ex British army we had different dress for different duties so a officer in a navy trooper lid if he needed it makes sense

I would think he would wear officer type pants and riding boots because he's a officer and needed to wear the helmet for the extra communication devices inside

A second Lt is a junior officer who as just finished his or her training and gets sent to there first unit or posting a acting or cadet officer can be sent to a unit for experience if they where unlucky enough to go to my regiment they came to me if they survived that experience they went back to finish there training

If there is a 2 red square rank it would have to be a acting officer or officer cadet has second lieutenant is the lowest officer rank in most military's

Not arguing with that but there's members with rank bars ordered so maybe after celebration for level one
