So we're going to be mimicing the effect of his big arms/shoulders by adding shoulderpadding. Making it look like... well... shoulderpadding and not broad shoulders.
 
Isn't it about the uniform and not about the physical appearance of its wearer? The uniform has no shoulder padding. The fact that Kallus appears to be going to the gym every now and then makes no difference here.

In my opinion he's just Big framed dude with big arms due to extreme training. And also keep in mind he's an animated character, you cannot usually recreate the same body shape as the animated characters have weird body propotions.

In order to get that appearance I will need like 1 year of training or either use a muscle suit below the officer uniform! XD

Seeing the discussion about screen acurate hairstyle I would think that this would be a "screen acurate" point as well.
I have black and grey stretch gabardine fabric, why limit to using non-strech fabric? My taylor is trying to get the shape right, but if that doesn't work we can always fall back on the padded shoulders.
 

Animated characters are kind of difficult, that whole "there is no spoon Neo" theory

Raymond's version of Kallus is perfect. Good hair and chops. Even the right color, lightr brown with a hint of ginger in it.
 
I have the same hairline problem as David... and I cannot grow the chops (not allowed, but that's between me and my partner ) So I've already asked around for a good makeup artists that does wigs and facial hair
Though I was thinking to only have the wig for realy cool and official troops (or Celebration) and for the smaller troops just wear the helmet because I'm not sure if the wig and helmet would get along well, if you get my meaning (a.i. helmet wig hair). I'm thinking your local GEC wouldn't (shouldn't) mind as long as you have the helmet on the entire troop. Like the "no buckets off" policy during troops.

All great points here, and I don't think anyone is out of line with any opinion noted here. We're all rightfully passionate about costumes .
All the time and research put into making this character come to life has been amazing and I thank you all very much for the effort put into him.
I think think everyone in those pictures has done a good job. I do however see how some individuals would benefit from a wig such as myself, having very dark hair, or if someone was totally bald.
I think right now, the bar is set to a fair level for a face character, possibly adding higher levels at some point.

Not to beat a dead horse, but got another pic of Ray with the additions made for our big local event this past saturday. The wrist cufffs came out fairly decent, rough, but decent. I still need to paint that raised strip though, as it was way too cold out and was coming down to the wire. We got the new helmet kit in from David, which is really nice btw. Once I can get that put together, we're gonna try for a REAL photoshoot with some actual style, hopefully

Submitted my agent kallus last night picture going up in a bit.   Its basically the same as Charles friend except the rebels style belt buckle and embroidery collar...also a little fatter in mine
