    Eyeing references, Phil's suit, and the words donated by @Paggeldiwwer and @nocternus ... here is the first go I have of it.  I really want more eyes on the accessories bits, as I am not entirely sure I like the wording on them.  I have also asked Dawn Bright to examine the tunic wording.

    Description: ANH Staff Officer
    Prefix: ID
    Detachment: Imperial Officer Corps 
    Context: Star Wars Episode IV: A New Hope
    Black uniformed officers that provided a commanding presence among the legions of Stormtroopers. These ambitious officers not only serve aboard starships and military installations, but their leadership roles often inspire troops in battle. This very specialized costume is specific to Star Wars: A New Hope, and is informally known off-screen as the "451 uniform".
     
      Hat, black
    For 501st approval: Fabric is a medium weight black suiting material matching the pants and tunic. Base of the hat is conical, with a crown about 4" (101.6 mm) tall. Front and rear "flaps" overlap on the sides and are about 4" (101.6 mm) high. Front bill extends 3" down, decorated with 5, 6 or 7 concentric stitches. Dimensions of the hat are are relative and proportional to the costumer. Imperial Code Disk is positioned in the center of the front vertical flap.   
    For level two certification (if applicable): Code Disk has a notch detail on the outermost disk. For level three certification (if applicable): Code disk exactly matches screen-used prop.  
        Tunic, Black
    For 501st approval: Fabric should be a medium weight suiting material exactly matching the pants and hat; calvary twill weave is most accurate. Tunic is double-breasted with a left over right closure at the right shoulder-seam. Front of tunic has a double breasted design. The back of the tunic replicates the front. The back of the tunic's replicated double-breast opens at both lower pleats. Yoke closes up across the shoulder to the top shoulder seam. The standing collar has square corners and is approximately 1.6" (40.6 mm) tall and closes snugly. There are code cylinder pockets on both outside panels of the jacket from about half way between the top and bottom of the arm hole. Sleeves are long, and without decoration, containing 2 seams; one along the bottom and one along the back. The rear seam opens at the cuffs at a length of approximately 3" (75mm) Tunic should be constructed with top-stitching only in these specific areas and nowhere else: Approximately 0.25 inches (6mm) from the outer edges of the double breast front and back. Approximately 1" (2,54mm) from the outer edge of the double breast front and back. Directly underneath the edge of the code cylinder pockets. Fasteners on the uniform are not be visible.   
    For level two certification (if applicable): There is a vertical dart of approximately 4" (116 mm) in the top center of the yoke. For level three certification (if applicable): A cream lining is sewn in.  
        Rank Bar
    For 501st approval: Rank consists of colored plastic tiles mounted on a single bar. Worn on the left side of the tunic over the heart. Each bar is approximately 1" to 1.25" height. Length is determined by chosen rank. There are only Four choices of rank for ANH staff officers. One row of four blue tiles. One row of four blue tiles and two amber tiles. One row of two red tiles. One row of three red tiles. Please note that final dimensions of the bar is proportional to the wearer. Rank bar corners are at a hard angle. Rank tiles are translucent.   
    For level two certification (if applicable): Belt box, code cylinder, glove, and rank badge configuration is consistent with ANH Staff Officers. For level three certification (if applicable): Rank consists of colored plastic push buttons mounted on a metal bar.  
        Code Cylinders
    For 501st approval: Two per costume are worn on the tunic, one in each cylinder pocket. Modified: silver "chalk holder" tube with short silver clip and blue colored top. Dosimeter style: True Dosimeter with correct clip and blue top.  
    For level two certification (if applicable): Only real or replica dosimeters are used.  
        Belt
    For 501st approval: The belt is constructed from a non-textured leather or a leather-like material. Approximately 2" (50.8 mm) in width, up to 3" (76.2 mm) is acceptable. There are no loops on the belt. The belt is smooth with no grooved edges. A single large snap or rivet is visible approximately 1" (25.4 mm) from the buckle. The belt may be worn with the snap to the right or left of the wearer. The buckle is constructed from a horizontally brushed metal, or metal looking material. The buckle size is approximately 2 5/8" (66.7 mm) high and 4 1/8" (104.5 mm) wide with 0.5" (12.7 mm) radius rounded corners. Buckle is adorned with an Imperial Code Disk at the center.   
    For level two certification (if applicable): Belt is made of leather. Snap is worn to the left of the wearer. Buckle has a slight horizontal curve. For level three certification (if applicable): Edges are undyed.  
        Jodhpur Trousers, black
    For 501st approval: Fabric is a medium weight suiting material exactly matching the tunic and hat. Trousers are flared jodphur style. Pockets are acceptable, although they are not visible with the tunic on.     
      Officer Boots
    For 501st approval: Knee-high, black, lace-less, smooth non-textured, leather or leather-like material. Rubber is not acceptable. PVC or synthetic material is allowed as long as it gives the appearance of leather. There are no stretch panels, buckles, snap tabs, or decoration. Boots have conservative heels. If zippers are present, they are hidden on the inner part of the boot shaft, and are not visible from the front, outside, or back. The top of the boots may be flat or Spanish Style, but not Cowboy or Super Hero (pointed at the front) style.   
    For level two certification (if applicable): Boots do not have a zipper. For level three certification (if applicable): Boots are made of leather. Exact replicas of English riding (dress) boots or Equestrian boots.  
      Optional Accessories Items below are optional costume accessories. These items are not required for approval, but if present appear as described below.
        Belt Boxes
    For 501st approval: Belt boxes are made of metal. Dimensions are approximately 2 1/2" (63.5 mm) by 3 1/2" (88.9 mm) by 1" (25.4 mm) thick. Two boxes are worn, one on either side of the belt, worn vertically. Placement of the screw / rivet for the belt boxes should be on the top and bottom.   
    For level two certification (if applicable): Belt boxes should include a lid on back of the box. For level three certification (if applicable): Belt box, code cylinder, and rank badge combination is consistent with ANH Staff officers.  
       
      Black Gauntlet Gloves
    For 501st approval: Black, leather or leather-like, enclosed fingered, non-textured, (normal leather grain/texture/lines are acceptable) fitted gauntlet style. No buckles, straps, or decorative stitching. Three straight lines, on the back of the hand (that match some references), are optional.   
    For level two certification (if applicable): Gloves are made of leather. For level three certification (if applicable): Gauntlets slightly flair-out, upward from the wrist to the mid-forearm.  
       
      MerrSonn Power5 Blaster
    For 501st approval: Scratch built or high-end prop replica based on a Mauser C96, M712, or M617.   
    For level two certification (if applicable): Blaster is based on a Mauser C96 or M172, or replica thereof. For level three certification (if applicable): Blaster is based on a Mauser C96 in 7.63 caliber or replica thereof. Blaster does not have a detachable magazine. There is a square shape on the body above the left side of the handle.  
        DH-17 Blaster
    For 501st approval: Scratch built or high-end prop replica.     
      Blaster Holster
    For 501st approval: Outer circumference of holster is curved around the basic shape of the blaster. Holster has two belt loops, made of the same color/material as the holster. Holster is not present if no weapon is carried with the costume.   
    For level two certification (if applicable): Holster is chestnut brown in color. Not black. Holster has a form-fitting contour around the blaster itself. For level three certification (if applicable): Holster is worn on the right side.

    ACD got the General Veers costume (transformed into AT-AT Commander) because he commanded the AT-AT forces.  That was before my time, and I'll not comment on whether or not I agree with it.  Nor do I particularly wish to rehash that debate.
     
    That does not mean that every single officer costume with battle armor necessarily goes to ACD.  Their mandate, specifically is " ... facilitates the Research, Archiving, Development & Creation for all Imperial Ground Assault Vehicle Operators/Commanders of the Star Wars saga."  Not "Anyone with officer uniform and chest armor" 
     
    In the case of these officers such as Rebels Thrawn, Pryce, etc, that already have existing costumes represented, they are seen donning battle armor once or twice on screen, and not specifically and only to command ground assault vehicles.  It makes more sense to me, and the current LMO Team, to simply add in said Battle Armor as an optional accessory to their respective CRL.  Once someone actually make it to reference, that is.

    I think these movies set during or near the original trilogy will bring more order to the rank system than there ever was with the original films.

    I am a tailor/seamstress who would be interested in being listed - I've made a few different costumes for IOC members - Krennic, First Order General Hux, Imperial Officer, and Emperor Palpatine - it appears most of the parts I made only go up to Level 2 - but I always make each part to the highest level certification, often including more details that aren't even in the CRL yet.

    Since the "imperial pattern" exists for staff officers in RotJ, Rogue One and uncountable comic, computer games and so on, it'll be a L2 thing to call for a Special form of the rank bar. If you like tp replicate an officer from some Comics you might have to wear an "imperial pattern" as well as you have to choose the double rank bar. If it should be a character from ANH, then you have to have an "451-pattern"-tunic and only a single rank bar would be allowed.
     
    But this topic should care about 451-tunics. The rank-bar-thing concerning the imperial tunic should be discussed in the specific thread then.

    I'm of course not talking about putting an animated Rebels style Rank Bar on a normal Staff Officer uniform. I don't talk about their Design, only their ranks not mixing something animated with something from real world.

    For the rectangle part on how to sew it on.

    If you see the red doted line. I use the detail sewing to sew the rectangle part to the top cape.

    Interesting detail on his belt. To me it seems to be a straight metal plate and he has multiple belt holes.

    we won't have to wait long.  We will be getting a lot of clear photos very soon.
     
    It is also NOT unlikely that we can just get the character model like Dave Filoni gives the public for characters for Rebels.

    My tunic and cloak both came from Magnoli. They will not add any attachments to the tunic, and only put two small magnets into the cape.
     
    I tried at first to attach it to the tunic, by adding magnets, but the dry cleaner melted the plastic casing I used to sew them on. So I removed them all, and sent both to a seamstress I found on Etsy who added clear plastic snaps the both items.
     
    There are 4 on the front, and two on the back centered on the the seam on both the tunic and cloak.
