Looks pretty good.  I doubt a GML would ding you for it, but the brushed finish should run horizontal - It looks like you have some arcs.
 

Yes, that should be fine. MUCH better than before. 
 
If you have time, Lantern is correct that the lines should technically be straighter and more horizontal. But I’m really not sure how visible that would really be, once you’re all lifted up. Maybe do a few more swipes (lay the sandpaper flat and move the buckle along a straightedge?) so they’re straighter, and call it good. 
 
Or just call it good, if it’s a lot more work than that.

This is my first attempt at creating a rank bar. How exacting do I have to be? I can redo it if it's terrible-I used a semi-permanent adhesive called 3-bond, in case I screwed up.
 
I haven't cleaned up the excess or pencil marks yet. Still waiting for the 3-bond to dry.
