Here are some of the pattern (will try to add more soon) and picture of the build for Line/Staff/Krennic Poncho
Take note that
1) Krennic's Cape is much longer then the Line/Staff officer's cape
2) Krennic front have a pocket. But the Line/Staff officer do not have.
The patterning is pretty easy it is just the sewing the detail of the line can be hard. So do change the needle on the sew machine if you are planing to do it yourself. Using the normal needle can sometime cost the sting to jump a few sticting. Do be careful when sewing waterproof fabric as once you poke a hole, the hole stays.
Needle: Microtex
The cape is more of a rectangle shape. So cut two of this. And if you have a mannequin, it will be better. so you can pin the cape to the top part nicely.
It will be better to pin and see where you want the below part to be.
This is my test mock up on krennic's pocket. I think it is called a Welt Pocket.

The Opening of the top cape
ok this is how I did it.
ok. You can see the different in the cape length of it.
If you really want to be more waterproof (not for heavy rain), you can try to spray waterproof spray onto the costume (or for your daily wear too!). But every how and then you have to spray it. Because the waterproof spray do not stay onto the outfit very long. It is really usefull for hats! I did use some of the waterproof spray when I go oversea on my hat or my jacket when there is light rain like England.....

I did try gray color on the early stage. It did not work out as what the design was when I was watching the movie again.

The question on how I wear the top part, I did a collar on kind so I can fit inside. In the early stage, I did try to sew all up in one go, but my head just can not fit inside the collar . so I did like this.
This is how it looks like over all. After I redo and show the right olive color.

As far as Ellen an I could see it in the pictures, the inner part ot the collar seems to be lined with a different fabric than the rest. It appears to be a little matte. So maybe they used something with wool or valvet for this.
Concerning the fabric for the outer coat: I ordered a coat from ebay some time ago. It was stinking to the death and did not match the pattern of the movie-coat by far. I am afraid it was a similar one as shown in the links above. So keep your hands of that stuff =D
The main material appears to be closer to the fabic of the raincape, even though it might be a little stiffer or thicker.
The pattern for it, you can base off on some female fashion may know at least.
Fabric have to be a waterproof fabric. But the collar to be valvet will be weird, As Valet and waterproof will give a very big differents in texture.. If you do see the Olive coat that the officer wear, it really do not look like it is valvet.
And given the fact that this costume is a background outfit to show there are officers (that have a live beside the ship or the ball), The studio will not/ may not give a high budget for it.- Paggeldiwwer and Hask

I use a wig for krennic's and Hux's. Both have to be mod to fit and to the hairstyle of the character

May be it is like those female fashion WHERE BUTTONS ARE NEVER THERE.....or there is a really small hook kind that can not see from this clips or a magget on the coat which I did see before.
The fabric look kind the waterproof fabric I saw at the store early on For the black one.
But one thing good about the coat it can be abit bigger size then the user.
the closest pattern I found online that is this. just have to edit here and there. and boom the coat.- buckrogersbarker and Hask

It makes more sences to have it as a same design. It makes it easy for the movie people to sew it in a mass. Because for them half of the time you can not see them or they are getting blow up. XD

The officer outfit to me looks more like Chinese waiter or Chinese cook. LOL Because did got mistaken as a waiter kind before ......

I found a color of the fabric when I was checking one of the stores from online so desided to pop over to have a look. The uncle told me that the fabric is Gabardine wool and wrinkle free. The fabric look more like this color, the green gray kind on the below part. The top I use some water to wet it to see what color it turn into XD.
True, in the way that some told me that the green I had was kind of too greenly (kind of error that I see it base on the movie first before the book LOL).
So tested the fabric out after getting the fabric. (somehow my camera

Buy white wefts and sew it onto the black wig. It will be nicer if you can find a weft give a real feel (you will understand when you see the below photo)
Even do this is some of my other outfit. For you, to get an idea.
The wefts is sew under the brown wig. This weft is Off-white.
As this one the wefts are clipped on top of the black hair (at that point I was used to have long hair) I do not really like this idea as the clip can be seen and it can get messily really fast.
This one the weft is somewhat sew in between the front of the wig (may be around 2 rows from the front. In someways, this may look kind of "real"
Just do not use this kind of cheap wefts from the costume store kind and clip it like this. It give that kind of Fake gloss thing (this was donkey years ago photo.)

But the structure of the cloth also matters , i tried to copy this colour with my airbrush , and found I had to mix quite a bit of bluish grey in the mix .

Waterproof fabric or it can be called as Memory fabric too.
Normaly if you shop at in China website like Taobao (Chinese words but cheaper) or aliexpress (English words, same tree as Taobao but more ex), they call it memory fabric.
