My point is that some people are so wrapped around where a costume will go, less focus is put on making it a good costume. It's a cool uniform and I like it. It's not military (some folks don't know there's a difference between a police officer and a military officer), but I have no objection of it being here, and I encourage anyone to post WIPs here if they want. I am actually kind of surprised its been this long after TLJ has been out that no one has sparked much interest about it here. Of course, IOC is a great place to host it and share resources for it so no issue there.

Well, like I've been telling everyone lately, make the costume first, then it will go where it will.

I would never dissuade anyone from trying to do this, but the amount of work, expertize, resources, time, and effort is vastly underestimated by the general public. Is it possible? You bet. Will it be easy? Nope. Until someone takes the genuine initiative to get the ball rolling, it's easier to place costumes under the roof of whoever is willing to be a good steward.
New costumes don't always match up well well with where they are placed, but with the number of new potential costumes getting pumped out from every new movie, tv show, comic, ect these days, it's getting harder just to get a costume made accurately and a CRL complete for it in a timeframe that would please everyone, much less place it under a detachment that will please everyone. But we try.

I found a good scarf on ebay for under $10.
They are pretty easy to come by.

I believe we are only waiting for you to post new photos that meet Executor standards.
These photos must be clear, with a high enough resolution that we can examine them closely.
They also must be front, back, both sides, and individual pics of all required accessories.
Also, please make sure that your uniform looks sharp, belt straight, gloves on, boots firm, jodhpurs stiff, collar neat, ect.
We are more than happy to help guide you to Executor status if that is still your goal.

hmmm looks like it might be sewn in badly, or like Shaun said, it may just not fit well.

Not that there is any issue with this, or any IOC costume, context can be helpful when trooping. If you feel uneasy because of your costume choice in various surroundings, stay close to a Vader, or lead around some armored costumers. Perhaps not be the sole volunteer at little Johnny's B-Day party.

If it's on your head correctly, you should not see any of the inside. Can you post a pic of what you are describing?

I would consider the ranks, themselves, equivalent.
However, one individual can outrank another individual of the same rank, if he has more time-in-grade, or time-in-service, or holds a higher appointed position.
Who is going, what days, and staying where?
