    The officer was referred to as "Chief Bast" but Glyn Dillon described the rank as "General Bast" and so I included it as "General" because this was the latest information we got

    I will clarify what may cause confusion with some.
     
    Folks are more than welcome to open a WIP or CRL Discussion thread and discuss and tweak and adjust and write and dissect a potential CRL as much as they want.  However.  Until someone actually produces a real build, we (in the LMO office) won't be accepting just the text as a submission for publication.  That is what @captsafe66 was trying to get across, I believe.  He is also, I expect, attempting to be cautious in the face of references that aren't awesome.  The initial picture(s) are cool, but need to see the whole costume, preferably.  Too many odd details on just the stuff we do see to make reasonable assumptions on the rest.  If no further references come out, I doubt it will become a CRL, no matter how many months folks spend dissecting his headshot
     
    Once upon a time LMO's wrote and accepted text CRL's without associated builds.  CRL's were also written somewhat haphazardly.  Is why you see a bunch of "This is an Unfinished Document" CRL's scattered about.  This went on for years.  
     
    In Dec 2015 / Jan 2016, however, a change to the OP (Operating Protocols) was voted on and approved by Legion Council and then the Membership.  This change stipulates, amongst other things, that New to Legion costumes can only be added into the Database / Databank if these three things are present:
     
    -Be judged as acceptable for inclusion as a new costume by LMO
    -There is at least one completed costume build of it  that is judged as acceptable by GML/Detachment/LMO
    -There is completed text for the CRL and acceptable images of the completed build
     
    Without all those things, it will not get published and added to the DB.  LMO Office is operating as commanded by OP.
     
    The desire is for folks in the detachments to work together, both developing the text and the costume ... as a community.  The person with the build should also be working with their local GML.  On the main Legion boards, there is an ongoing thread the GML's know to post to concerning New to Legion/Missing CRL things.  And then said Detachment and/or GML submits it to me/us ... and we do our thing.
     
    Hopefully this clarifies things for folks.  I also hope that it sets realistic expectations. 
     
    As for Versio, I am holding judgement on how his costume will be handled, until I get my hands on more references. I will keep an eye on this thread.

    I am a tailor/seamstress who would be interested in being listed - I've made a few different costumes for IOC members - Krennic, First Order General Hux, Imperial Officer, and Emperor Palpatine - it appears most of the parts I made only go up to Level 2 - but I always make each part to the highest level certification, often including more details that aren't even in the CRL yet.

    After all the discussion above, my suggestion would be making the following addition to the "Optional Accessories" list on the ID - Imperial Staff Officer (Black) CRL. What do you think of this, everyone? Closer to what you had in mind, @nocternus?

    the difference between title and rank.  Titus was in charge of the salvage station in Rebels and was called "Commander" as a title, his rank is something else.  If you hold a command and are the top officer for that billet, you can be called "Commander".  Commander is a term bandied about in all of the Star Wars media regardless of rank.

    This makes the most sense to me. I don't see this character as an IN with rank ect, but a staff officer who happened to put on a helmet to aid him in those duties.

    Know your setting.  Any game/comic/scifi convention will know who you are.  And the only place where this would be a problem is if you were trooping in public and who troops alone in an imperial officer uniform in public?

    I can't think of a situation where this would be a problem.

    The people that would get offended by us wearing this uniform are the type that would see nazis under their bed.  Everywhere they look are nazis.  We should be on guard, but we cannot accommodate the uniformed or the simple minded with our absence.

    Just a thought:  when referring to the officer as a "Captain" it seems he utilized the US Army/Marine Corps equivalent to the the Navy Lieutenant.  Not to read into it too much, but could it be in the realm of possibility that I.N. Troopers are a bit like U.S. Marines?

    You have to make costumes, troop, help other's make costumes, troop, post, give advice, troop, post, give good advice, troop, post, get noticed for being helpful, troop, post, make some more costumes, troop, post, get noticed for giving proper advice, post, troop, love doing extra work for no pay, post, troop, post some more, troop, have an eye for detail, learn to interpret the CRL's, troop and Post some more.
