You do make some valid points @kman. Initially I was of the mindset that if we see if onscreen then it’s ok, but thinking more on it I’m not sure I think that way now.
You're absolutely right, we don’t allow gaffer tape or no stripes on TK buckets. We also don’t allow Tarkins with slippers even when we know that’s how he dressed at times. (Not knocking those who cosplay this for fun, I love it!)
There are always little inconsistencies throughout productions and these are mostly not meant to be seen.
I feel that we shouldn’t include FO boots in this CRL.

Thanks for the reminder, Jeff, I had forgotten the details about what was discussed last round, but now I remember that being the case.

FO boots certainly exist, so they could be *technically* be included, but the hybrid option, no, not so much.

It's a good reminder, however, about how CRLs work: We can't just grab screen shots and say "Ok, there it is, add it".  Someone has to actually submit a costume with that feature, and supply photos for the CRL, before anything like that can be included.

All that said, here's my thoughts on these boots:

There are multiple principles at play. There’s principle of “this is how we intend for this character to look”. Add to that the principle of consistency across the 501st. WE ARE NOT THE RPF. We do not have to replicate mistakes just because they were on screen. We don’t make our L3 Stormtroopers put white gaffers tape on their armor, and we don’t allow Mr NoStripes, despite him clearly being on screen. And we don’t allow Gunners to wear loafers instead of jack boots, despite the one quick pickup scene where they did.

THIS is the principle that has been followed in the past. What was intended for the character, and how did the costume designers want them to look? Adding to that, the Visual Guides have had many mistakes that have been shown over time. They’re not gospel. They’re handy *extra* evidence when needed, just like the action figures.

These characters are *intended* to wear standard OT style boots. Production realities and budgets meant they sort of grabbed what was available for a few background characters when supplies ran low. That doesn’t mean they were intended to wear FO boots.  et alone those weird hybrid things.

Option 2 is the principle of “no matter what, if we see it on screen, we allow it”.  That's a valid option, if not the choice *I* would make, but fine. We’d better push to start allowing Stormtroopers with no tube stripes, for one, because who cares about consistency if we can say technically it’s on screen? (or in a book?)

Now, all that said, these are not decisions that are locked in stone.  And if the situation changes, I expect us to update things to accommodate the change.  If we end up seeing 3 dozen officers in Andor, wearing these boots, that’s definitely on screen and intended, budget or not. And we adjust the CRL to allow it.  Once someone actually shows us a pair in hand that we can use for submission, that is.

Note that all of this is MY opinion, and where I would recommend we go with this.  If Robert agrees, that's a plus. LOL. This post is not intended to state the formal IOC command policy decision, and end all debate, should others feel strongly otherwise, but this IS the direction that I will be pushing for, as far as that goes.

We are going to be reopening this CRL for additional updates.

It will receive the same treatment as Non Saga Imperial Officer (green).  Some of the features will be:

It will have straight pants and Chelsea boots as an option. It will allow face characters including those that do not have hats as long as a reference can be provided. It will be the only black uniform to have a trench coat and/or poncho. It will have a broader option of ranks available. The Navy Trooper Helmet will be an option with this uniform. The entire CRL will be renamed from Imperial Staff officer to Imperial Security Services (Non-Saga) as the production refers to these uniforms enlisted and officer as the security services.

if a member is able to do this uniform with the body armor from the Coronet Spaceport scene from Solo, that will be included as optional gear and another version.

The full CRL has been formally submitted to the LMO team for final approval.

This is the last step.  If approved, the CRL will go live shortly afterwards.  Else there may be some negotiating on minor points of wording (I would hope), then we would proceed.

Update!  The LMO team officially approved moving forward with this CRL.  So we'll start formally building the CRL on the back end next, using my text above as a starting point, then work together for more proofing and fine tuning the text that they agree with, negotiating any changes needed, and then they'll throw the switch.

I didn't get it out yesterday, sorry, but the initial approval contact was made this morning, with the LMO team.  Assuming we get the green light, formal CRL building will start, on the back end.

We're getting very close.  I have photos.  Some new, of course, and many are re-used from pre-existing CRLs which share the same components.

    Description: Imperial Military Officer (Non-Saga)
    Prefix: ID
    Detachment: Imperial Officer Corps
Context: Rogue One, Solo, The Mandalorian and Expanded Universe.
Formed from the officer ranks of Republic Military at the end of the Clone Wars, the Imperial Military Officers provide leadership to the armed forces.  A combined service made of naval and army officers, serving individual sectors and direct control from Coruscant.  Officers provide front line, managerial and strategic leadership for the forces of the Galactic Empire.
NOTE: Imperial Military Officer Versions: Please note that there are two acceptable versions of this costume. If one variant has already been approved, another variant will still need to be approved by the GML before use.

    Required Costume Components
The following costume components are present and appear as described below.

    Hair and appearance
Applicants may style hair, facial hair, eye color or use makeup to emulate any character that wears this costume, provided the example is from a licensed LFL source. When not emulating character appearance, applicants are encouraged but not required to adhere to conservative hair stylings and grooming of a military nature.
    Colored contact lenses
Colored contact lenses must be worn if required to accurately portray an alien character's inhuman eye coloring. Contacts giving the appearance of any natural human eye color may be worn to emulate a specific officer's configuration, if desired. All persons utilizing contact lenses are encouraged to first see their optometrist for a fitting.

    Hat, Olive
Hat is OPTIONAL only if a specific referenced licensed character’s uniform configuration is copied in full. Fabric is a medium weight suiting material exactly matching the tunic and pants. Cavalry Twill or a Gabardine style weave is most accurate. Color matches the tunic and pants. Base of the hat is conical, with a crown about 4" (101.6 mm) tall. Front and rear "flaps" overlap on the sides and are about 4" (101.6 mm) high. Front bill extends 3" down, decorated with (5) (6) or (7) concentric stitches. Imperial Code Disk positioned in the center of the front vertical "flap." OPTIONAL Level two certification (if applicable):
Code disk has NO notch in it on the outermost disk.

    Tunic
Fabric is a medium weight suiting material matching the pants (and hat, if present). Cavalry Twill or a Gabardine style weave is most accurate. Tunic is double-breasted with a left over right closure on the tapered yoke. Yoke comes up across the shoulder to the top shoulder seam. The standing collar has square corners and is between 1.25" (31.8 mm) to 2" tall, and closes snugly. The wearer's neck must not be visible between the closed collar. A modesty panel behind the collar closure is recommended to help with this, but is not required. Collar edges are closed with two eye hooks. There are code cylinder pockets on both outside panels of the jacket, from about half way between the top and bottom on the arm hole. Sleeves are long, and without decoration, cuffs or buttons. Sleeves contain 2 seams. One along the bottom and one along the back. Tunic is constructed with no top-stitching (stitches visible on the exterior surface of fabric) Fasteners on the uniform should not be visible. Uniform is to be pressed and free of a wrinkled appearance. OPTIONAL Level two certification (if applicable):
There is a dart in the top center of the tunic, this dart is between 2 inches (50.8mm) and 3 inches (76.2mm in length. There is a seam running the entire circumference of the tunic, dividing it along a line hidden by the uniform belt. The front placket of the tunic may omit this seam only if the uniform belt is worn in a manner which conceals the omission. The back of the tunic has princess seams that run vertically and turn outward to intersect the arm-hole seam at the vertical center. OPTIONAL Level three certification (if applicable):
Tunic is secured on the right side by snaps or buttons, not velcro. A lining is sewn in.

    Rank Bar
Rank consists of colored plastic tiles mounted on a single or double metal or metal looking bar(s). Worn on the left side of the tunic over the heart, aligned with the code cylinder pocket. Each bar is approximately 1" (25.4 mm) to 1.25" (31.75 mm) in height. Length is determined by chosen rank. Rank tile dimensions and spacing are appropriate and proportional to the sizing of the bar to allow for equidistant and even spacing from each other and the border of the bar: Rank tile dimensions are approximately 15 mm wide, 21 mm tall and 3.2 mm deep. - This is the R1/Solo size. OR Rank tile dimensions are approximately ½" (12.7 mm) width x ¾" (19 mm) height x 1⁄8" (3.2 mm) deep. - This is the OT/Mandalorian size. Rank tile sizes must all be of one or the other - Not to be intermixed. Please note that final dimensions of the bar may be proportional to the wearer. Rank bar corners are hard 90 degree angle or slightly rounded Rank tiles are translucent, rectangular, positioned side by side in a vertical orientation, and evenly spaced. Color, quantity, and combinations of the tiles/bars are determined by rank, and are appropriate to uniform type/color as supported by licensed reference. OPTIONAL Level two certification (if applicable):
Rank consists of colored plastic push buttons (with white to off white insert) mounted on a metal bar. OPTIONAL Level three certification (if applicable):
Rank chosen must be referenced from licensed reference.

    Code Cylinders
Between 1 to 4 per costume may be worn. Dosimeter style: True Dosimeter style with correct silver clip (no brass) and Blue top. If only one is worn, it is on the left side. OPTIONAL Level two certification (if applicable):
Only real or replica dosimeters are used.
    Belt
The belt is constructed from a non-textured leather or a leather-like material. Approximately 2" (50.8 mm) in width, up to 2.5” (63.5 mm) is acceptable. There are no loops on the belt. A single large snap or rivet is visible approximately 1" (25.4 mm) from the buckle. The belt may be worn with the snap to the right or left of the wearer. It is preferred to wear the snap to the left of the wearer, unless emulating a specific licensed character. The buckle is constructed from a horizontally brushed metal, or metal looking material. The buckle size is approximately 2 5/8“ (66.7 mm) high and 4 ⅛" (104.5 mm) wide with 0.5" (12.7 mm) radius rounded corners. Buckle is adorned with an un-notched Imperial Code Disk at the center.     Please refer to the Imperial Buckle reference page for information on accurate and inaccurate style buckles.

OPTIONAL Level two certification (if applicable):
Belt is made of leather. Belt has a groove at the top and bottom edge along the length of the belt. Buckle has a slight horizontal curve.

    Version One: Jodhpur Trousers, Olive
Fabric is a medium weight suiting material exactly matching the tunic. Cavalry Twill or a Gabardine style weave is most accurate. Version One trousers are flared riding breeches, with semi-stiff flares to the hip/thigh area. Breeches are worn with boots. Breeches are neatly pressed or ironed without creases. Pockets are acceptable, although are not visible with the tunic on.

    Version Two: Pants, Olive
Fabric is a medium weight suiting material exactly matching the tunic. Cavalry Twill or a Gabardine style weave is most accurate.    Version Two pants are straight leg in style, and rest on the top of the shoes without bunching or giving any sloppy appearance. Pants are neatly pressed or ironed with creases. Pockets are acceptable, although are not visible with the tunic on.

    Version One: Officer Boots
Knee-high, black, riding style, lace-less, smooth non-textured, leather or leather-like material. There are no buckles, snap tabs or decoration. Boots have conservative heels. A single stretch panel or zipper may be present, they are to be hidden on the inner part of the boot shaft. Not visible from the front, side or back. The top of the boots may be flat or Spanish Style, but not Cowboy or Super Hero (pointed at the front) style. OPTIONAL Level two certification (if applicable):
Boots do not have a zipper. OPTIONAL Level three certification (if applicable):
Boots are made of leather. Not vinyl or PVC. Exact replicas of English riding (dress) boots or Equestrian boots.

    DISCUSSION:

The "Appearance" section allowing makeup to alter the skin may benefit from some language to specifically prohibit blackface.  Any good suggestions?

There's one thorny issue which has yet to be discussed. The issue is: Color.

Color is a bear.  Especially in a crazy color-shifting garment like this, which looks dramatically different depending on lighting.

That said: The term "Feldgrau" is not contained anywhere in this CRL, nor the Line Officer CRL it evolved from.  As we all know, Feldgrau is technically the actual color used.  I will not advocate it being the MAIN color referenced, because it'll confuse too many people, but it really should be referenced in there somewhere.  Currently, there is NO actual reference to color, whatsoever... other than that it all has to match.  Fuchsia is good, then? LOL

I've read over a BUNCH of CRLs to see how color has been handled in other areas.  Most common approach seems to put in the line regarding the tunic's fabric.

"The olive drab jumpsuit..." (from Daala)
"Fabric is a medium weight, field grey colored suiting material." (from Death Star NCO)
"Tunic is constructed of a medium to heavy white twill weave fabric." (from Krennic)
"Fabric is a medium weight, dark charcoal grey drill or suiting material." (from FO Hask/Lieutenant/Colonel)
"Fabric is a medium weight, dark teal suiting material exactly matching the pants." (from First Order Colonel / Major)
"Fabric is an olive colored medium weight suiting material exactly matching the pants." (from R1 Science Officer)
"Olive/grey colored fabric is a medium weight suiting material exactly matching the pants." (from Republic/Feet Officer)

So we've used "Olive/Grey" and "Field grey" in other costumes.

Wikipedia describes Feldgrau as "greenish-gray": https://en.wikipedia.org/wiki/Feldgrau

Possible changes to my proposed text:

Considering "field grey" has been used in other CRLs, I think this should be ok.  We could leave out the addition of the second line, but I feel like putting the explanation and including "olive" ties it into our original costume better... and make it less likely that an over-zealous GML will take this as an opportunity to ban CosplaySky's uniforms as being out of spec, color-wise.  (Which is... another discussion for another time)

@Eagle  You are not familiar where the name comes from.  The names Staff and Line officer were created by the detachment because they didn't know what to call them.  There were black uniforms in Star Wars in 1977, not staff officers.  John Mollo wanted to call them something akin to the National Socialist SS and even created an armband for them, but George Lucas stopped that for being too on the nose.

Starting in 2002 there was an attempt to figure out who these guys are with the DK reference books.  The ISB had been named in the West End Games RPG books in 1989.  The ISB was matched to the cream colored uniforms in ANH in the Decipher card game of 1995.  The DK books called the officers in black stormtrooper officers.  There was some back and forth with that as the fan community didn't warm to the designation.  No one had seen the face of a stormtrooper before.  Things changed in 2015 with the pre-production of Rogue One with Dave Crossman and Glyn Dillon went to visit John Mollo, the costume designer for ANH and ESB before he passed away.  John Mollo told them all of his original ideas for making these costumes.  His sketch book with these ideas made it into the hands of Star Wars collector Gus Lopez, who was gracious to give us scans of the pages.  Then LFL story group member Pablo Hildalgo settled it by giving them a name: the security services.  They encompass the officers in black and the troopers in helmets and the stormtroopers.  They are not the regular military which you see the green uniformed officers.  Even their enlisted while wearing grey flightsuits have black hats (opposed to the enlisted that wear green hats part of the regular military).

The green uniforms are the imperial army/navy which is a combined service that grew out of the Grand Army of the Republic during the clone wars.  They first started off as Captains and Admirals, but quickly started to staff other positions throughout the fleet and army with natural born humans.  Some of these officers were selected to be stormtrooper clone templates after the war.  If that continues to be the case, we will see that in further seasons of the Bad Batch.  But it looks like they are going full recruitment for the stormtrooper core.

No one is changing the name of staff officer for the original trilogy, even though it is a fan created name.  Calling an officer without a rank a warrant officer is another fan created name.  I am not for the using of fan created names when we can use the names that are used in production and the lore of these films and series.  I do intend to have non saga names line up with lore and production names.

I am pro growth and for new costumes.
I am not for new costume creation being shaped by people that do not want the costume, don't like the character and know nothing of the source material.  Dictating that cartoon, video game and comic costumes look different when they are intentionally to be the same as real world counter parts makes no sense, especially when the builder does not want that.  That is why I created the committee of animated costume builders for this detachment.  They know the headaches of jumping over every hurdle that was put in front of them.  And they  got the CRL approved through sheer will and tenacity.

I will speak more about CRL development outside of this thread as my comment outside of the lore of this costume is starting to diverge from the intent.  Members want this CRL and more like it.  I intend to deliver it to them.

This seems like a weird take away.  I spent 3 years and >$3k on a costume for a comic character that basically no one has ever heard of, including tracking down original artists and writers to get their take on references that may no longer exist or have never been published--and I don't even consider myself that much of a costuming nerd, compared to some people I've met.  I know folks who only ever do con events or other "fun" lesser charity focused events.

I mean I've done plenty of trips to the oncology wing too myself, but the legion and reasons for costuming are varied.  Some people are more about the costuming aspect than the charity aspect, and some are about the charity aspect way more than the costuming.  I think we need to cater to both as a legion.  I don't think having a well written CRL for random characters like Xizor or Zuckuss hurt the charity work we do in any way.

During my tenure as a DL, my philosophy of CRLs has always been the focus on the bare minimum approvable costume, and gutting out extra detail facts as much as possible to be moved to something within the detachment itself; it's why I always had a tough time reading over comic and video game CRLs, especially when they use things like measurements, material types, etc.  But at the core of it, the detachments to me are all about the costumes, so it's no surprise our focus is there and making the best records we can.

The Eli Vanto has nothing specific about it that needs a separate CRL.  He's just another Imperial Officer in the green uniform.  This CRL would permit you to portray that character perfectly.  In fact, your specific situation was literally one of the things I bore in mind while tending to the phrasing of the requirements.

My two cents. I would like to wear my approved uniform as the character eli vanto. The character has appeared in two canon books and one comic book.
At the moment this is not possible because there is no crl for him. Although it is basically my approved uniform only without a cap but with a wig and other contouring. Therefore, I find the idea presented here good and hope it finds a way.

FWIW, I confirmed with the Denuo Novo sales manager that they DID tweak the colors slightly, to better match the references they had obtained.  They ARE slightly darker.  He said that Anovos' earlier manufacturing runs were lighter, and their final batch was darker and should be VERY close if not identical to what DN is shipping now.  The new uniforms will match the new hats exactly.  Depending on the exact batch your Anovos tunic is, the newest hats might be a bit darker, as we can see.

That what I was told, in any event.

As to your specific combo, any chance we can get a photo of you wearing the Anovos tunic with the new DN hat?  (Should be back from the cleaners now?)  I know it's not quite the same as seeing it in person, but I'm still curious how close it looks.  Natural daylight (not necessarily direct strong sunlight, just no indoor lighting or flash) would be ideal, I think, if possible.

    Greetings IOC,

I thought I'd make a quick mention for those who might be interested.
I've been trying to get hold of a size medium olive officer hat from Anovos for some time.  I have a large that works, but it's a bit too big if I'm being very honest.  Having tried on a Garrison mate's medium, I found it snug but usable, so I've been trying to track one down for quite a few years, including placing another order when Anovos said they were "in stock".  You can imagine how that went...
Anyway, I recently was sent an email from a company called Denuo Novo that seems to be partnering with Neca through Rubies.  I suspect this is what Anovos became, though I don't know if the same people are involved.  The logo looks similar, the sizing charts and product descriptions are the same, so I'm assuming it's at least somewhat related.
They advertised ID hats, so I took a gamble and ordered a medium in olive grey.  It arrived today and thought I'd give my impressions in case anyone else is in the same boat I was.
Fabric appears to be very similar, possibly the same. The shade however, while appearing to be of the same "degree" of color, seems to be a couple shades darker than the original Anovos.  Under some lighting the difference appears negligible, but under others it seems quite noticeable.  The top of the hat has what feels like a layer of interfacing in it, which is absent on the Anovos. The brim is stiffer than the Anovos. The greeblie it comes with is of the type Krennic had on his hat, rather than the normal disk type.   The awful leather sweatband from the Anovos is gone and replaced with a thin, soft grosgrain sweatband.
Here's a few pictures to illustrate the color difference.  Anovos has the notched disk, Denuo Novo has the R1 style. Also worth noting is that the Anovos has been trooped in for a few years, and I may have dry-cleaned it back upon its arrival. I'm hoping a trip to the dry cleaners will bring the color of the new one close enough to the Anovos that it will be usable, otherwise I'm stuck with the impossible task of tracking down an old Anovos medium.
Hope this may have  been helpful to someone.

Starting this thread for the discussion of the Non Saga Imperial Officer Uniform.  The Detachment used to call this "line" officers for the original trilogy, we will no longer use fan created names when naming costumes going forward.

A few guiding principles for this costume and thread (these are not binding but they will be discussed):

It will contain details and options that we see from the year 2015 on.  The Original Trilogy Line Officer will be not be touched in anyway unless some special information comes to light from those films. It will incorporate options that we have seen on screen from the new Non Saga anthology movies, television shows and other licensed material (straight pants and Chelsea boots versus, breeches and boots, optional white shirt and hatless officers). The construction will follow how the costumes are made for these productions (Modesty tabs will be optional but recommended, expansion joints in boots as seen on screen, etc) Accessories if seen used in licensed LFL material will be added to the CRL.  in many cases, the accessories are already existing in other CRLs and can be quickly added when verified. Permission for face characters to be allowed will be secured at level one, provided licensed LFL material can be referenced.
How we will do things is up for debate.  What is not for debate is finding a way for members to be able to create the licensed LFL characters they have seen in media.   We will find a way and I think this is the best platform to do so while preserving what has come before and we do not want undone.  This is the core costume for going forward.   Having this move forward will give us the agility to respond when we see them used in future Disney LFL productions.

We will be soliciting models from the membership.  A number already have uniforms mostly assembled or ready to go.  We expect at least two variants for the uniform with different potential face characters to be displayed.  If you would like to participate, let us know.

Whitmers updated his pants and added L2 zippers to his boots, so updated photos have been added to the OP and supplied to the LMOs.

Things are looking good for this CRL.
