Just to summarize my thinking for clarity:
Level One would allow the addition of the Navy Helmet. Level Two would require the Navy Helmet with the appropriate Rogue One accessories (2 belt boxes, 2 code cylinders, and correct Lt. rank badge) Level Three would require the Rogue One accessories to be the exact Rogue One replicas (silver clips, larger push buttons, and specific belt box dimensions)

After all the discussion above, my suggestion would be making the following addition to the "Optional Accessories" list on the ID - Imperial Staff Officer (Black) CRL. What do you think of this, everyone? Closer to what you had in mind, @nocternus?

That's exactly why I reached out to Glyn - he was a huge help for solidifying the rear helmet box on the AT-ACT helmet. The only mystery we had here was what kind of pants were used, and now we know direct from the source.

Along with the tweets, I tried to confirm a few other things, first being the gloves. Looking at the screenshots with a little light adjustment, we can confirm that the Captain wears gauntlet style gloves in this image:

Also, thanks to this picture of a tunic-wearing Navy Trooper in the Rogue One Visual Guide, I think it's safe to say that the gauntlet gloves do not have the three stitching lines on the back:

Armed with this new info and the Tweets, I put together a combination of my Staff Officer and my Navy Trooper to get something as close as I could:

What I thought was interesting from the Tweets was that Glyn mentioned that this was "security officer...captain." If we were to add a CRL for it, perhaps we could make a third entry for the Navy Trooper in the IOC list - "IN - Imperial Navy Trooper: Security Officer" (or something of that sort) to reflect the distinction.

Kinda sad it is the last season though. I am really enjoying this show. Season 4 looks to be intense though.

'Star Wars Rebels' Fourth Season To Be The Last & New Trailer Released
 

 
Star Wars Rebels executive producer Dave Filoni announced that the fourth season of Star Wars Rebels will be the last of the series.
  The news came earlier today during a special Star Wars Rebels panel at Star Wars Celebration Orlando.   The reaction was one of shock from the panelists' attendees, including David Collins (the host), Tiya Sirca, Freddie Prinze Jr. and Steve Blum.   Warwick Davis also starred as a special guest of the panel and will voice a new character in the series' fourth season.   As with the past two Celebrations in London (2016) and Anaheim (2015) the Rebels panel debuted the first trailer of the upcoming season and the Orlando panel was no different.   The fourth season of Star Wars Rebels has featured shots of Yavin IV, an older Saw Gerrera and more Thrawn.     The fourth season of Rebels is set to air on Disney XD in fall 2017.

These are black Officer, aren't they  ? That looks great and would be useful for Missions outside the house when the weather is not so nice. I also hope this will be a accessory for the Officer costume.

Watched Rogue One last night and, sadly, no view of the pants/boots. Would it be possible to make it an option for both the staff officer and dress navy trooper?

It could be worse.  They could be like Anovos, which happily takes your money in advance and then make you wait 1-2 years (sometimes more) before delivery the product you ordered.  Hessen only charges when they have product ready to ship, which seems more honest to me.  I see your point, however... bummer about the accounting error.

I had also thought about that certain boy's age BUT we have already seen a certain sister is older in earlier series of Rebels, and they should be the same age
