Great idea. I got approved for both that way, in the event that I forget either my rank bars or code cylinders, I can still troop in something that is approved.

Find your garrison and then find your "GML" for your area. He/she will have an email for you to contact them. Introduce yourself and let them know your interest. That will be the person to send your photos to. 
 
Once they review your photos, they will either approve it, or give you some areas to improve. After aproval, they will help you wrap up the process, and you'll have to submit multiple ID numbers to see what is available.

Well, from the "Been There, Done That" files, let me make the following suggestions:
1) The trousers don't look terribly baggy, so you're in luck. I'd start by getting the legs stuffed into your boots properly. Add some stirrups if necessary. This will give you a better idea of what you need to work on.
2) Most of us end up pulling our pants up to our chins, so look for some good suspenders (braces). But of course, mind how it rides up in front!
3) The inseam can be worked with, if you find someone willing to do the work. I had to have my pants shortened and taken in a LOT in the legs and waste.
4) The flares also don't look terrible, and I've seen some with flares so big you could shoplift a turkey. And a watermelon. You can either add some whalebone or use some spray sizing on the inside. If you do use sizing, make sure you place a towel or a t-shirt between the iron and the pants. Keeps the fabric from burning and getting all shiny.

That's totally cool!! One great thing with the Staff/Warrant officers is that they're so interchangeable. A friend of mine actually said he liked getting cleared as a Warrant Officer as well as a Staff because if he ever went to a troop and forgot his rank bar or code cylinders, he'd just troop as a Warrant Officer.

The hat seems okay to me. The boots appear correct, too, but I'm not entirely sure about that curve shape at the top so I'll let a better expert answer.

The Special Agent rank is worn by Agent Kallus who has a dark grey uniform, which you can see in the CRL:

Grand Admirals always wear a white uniform, nothing else, and Grand Moffs an olive-green uniform. First the people thought the uniforms were grey, but this was only because of bad lightening, they've always been made of an olive-green fabric.

If you want to make your chalk holder code cylinders look really good, I'd recommend doing this tutorial 
 
 
I made a YouTube video on page 3 too. I used reproduction clips instead of making them (it's pretty hard)

If the chalk holder is modified, it can used for basic approval.  The CRL does say:  
Modified: silver "chalk holder" tube with short clip and blue colored top. Of course, a better quality replica would be better in the long run, but you can make due with these in the mean time.

Hi all ! I was wondering if this rank bar is correct for a staff officer I got it along time ago before I started my build im just trying to join the dune sea garrison for now but want to make sure I dont look a little odd with the wrong rank for that branch I know they have the 4 blue squares but never saw the 4 blue and 2 yellow. Thanks for the help it means alot

That rank bar is more than approvable for an ANH staff officer! 

Any of those would pass fine.  My personal preference would be for the one on the right.
 
Best reference, of course, is to watch the movies again and just compare.  As a bonus, it's an excuse to watch the movies again.
