I see Grand General as like the equivalent of General of the Armies; a rank more or less set up when you need a person to supremely take ownership of military force and distribute commands for efforts on multiple fronts.

For rank bars, it looks like Disney is going with the larger ones for all "New Canon" GCW movies.  Near as I can tell, rank bars are the same size in R1/SOLO.  They look a lot more impactful in my opinion.

Cool!  Thanks for the info/clarification guys!  For some reason people think I'm the expert on this stuff at armor parties   So the quick summary ignoring nuance would be:

Warrant Officer: ROTJ*
ANH Staff: ANH
Staff Officer (Black Uniform): R1/SOLO

When they sourced the pushbuttons for their rank bars in R1, they ended up with the bigger size.  I don't think they cared enough to try to match it exactly.  But that's the new standard, going forward, including Solo.  I doubt they'll ever try to truly replicate the OT sizes at this point.
 
For the rank charts, use the one hosted here.  That's what approvals are judged by, not the random internet one.  (there's likely some alignment, but if there's a difference, they'll be using the local one, not the internet one, to judge by)
 
In terms of strict accuracy, yes.  Back in the real world, "Staff Officer (Black Uniform)" also goes for ANH.

Outside of the 451 black officers in ANH, you don't see any other black uniformed officers wearing code cylinders or rank bars at all.  Most of the ones depicted (especially in ROTJ) are considered Non commissioned officers and wouldn't have commissioned officer rank or code cylinders anyways.
 
While I definitely agree that it is likely an expanded universe concept (even Anovos depicts a black uniform with a rank bar on their site), I think it's the logical compromise of using the standard line officer tunic in black (which seems easier to get, patterns more readily available, ease in making, etc.)  Also adds a bit more uniformity since black is an easier color to match to the films while I've looked at photo of garrisons with 3 shades of olive uniforms in it.
 
While some people in the legion may recognize immediately the difference between a 451 jacket and a standard line officer tunic, a majority cannot (even legion members.)  People with the black staff officer uniforms are also regularly seen wearing ANH ranks.
 
I think its important to mention that while rank barks/cylinders would be acceptable for legion membership, for L2/L3, would it technically be incorrect to be wearing those items (since you can't replicate an on-screen officer?)
 
 
 
 

The Version 1 Warrant officer is not the 451 style tunic, but rather a black version of the ANH ISB tunic. 
 
The current Staff Officer (black) is the exact same style as the Line Officer (olive). Although I am not 100% sure, I think that the original intent of the Black Staff officer from ANH was before we truly knew what the tunic looked like (i.e. the 451 uniform), and assumed that it was similar/identical to the Line officers (just as there used to be a grey version of the Line officer before we found out that they were all olive-green). In fact, in the Star Wars Costumes book, the Officer article both states and shows a black uniform that exactly matches the Line Officer uniform, so maybe there were some in the movies. Additionally, from not only the EU, but also R1 and Solo, the standard "Imperial" style tunic in black has been re-canonized, although the ones seen in R1/Solo have a bit more flare in the skirt. 

Complete with their own little nuances of accessories and appropriate wear.  R1 is where we first see rank bars, code cylinders and a different sidearm on fleet trooper "officers." (Version 4)
 
I read some illustrated reference guide (A LONG time ago) and I remember reading the same thing, the style is the same just the color was different.  Maybe the same book you're talking about?

That's why I did not like about the way they portrayed Tagge in the Vader comic he was very shrewd  in the movie in the comic not so much
