Chemo is a tough treatment to endure but the outcome will be life giving.
I lost my daughter last September at the young age of 30 so I have an idea of what your going through.

Jeff beat me to it, but ROTJ didn't have Staff Officers, just green Line ones. Warrant Officers are black, but have a different tunic (just slightly, no code cylinder pockets), one version wears jack boots and straight leg pants, the other two versions wear jodpurs and officer boots. None have a rank bar, all three have belt boxes (vertical), two wear gauntlet gloves, one wears wrist-length with three lines.

I’m sure you haven’t but don’t forget to factor in the other items required for this version of Thrawn.
The belt buckle, code cylinders and rank badge are all ‘cartoon’ versions so the more commonly available items won’t be suitable.
For the rank badge @Alay here does do that style, I’m unsure about the other bits and pieces though I’m afraid.
Good luck! Thrawn is definitely my favourite EU (come Canon) character so the more the merrier!

LOL Sorry about the scare, but it's true, unfortunately. It should take you about 15 seconds of searching this forum to turn up a number of examples of CS outfits that were custom sized yet badly messed up... AND a number of them where they nailed it. It's a roll of the dice. The difference is they won't help you with sizing issues if you have a problem with the stock sizes... so that little bit of extra money buys you some customer service IF they screw it up. And if they don't, boom, all good.
Personally, I'd count on needing SOME local tailoring regardless. Still, even with the "custom size" extra money, the cost of these really is so stupendously cheap for what you get, I think it's worth it.
You DO get what you pay for. If you want to pay double to quadruple the price, you can expect a MUCH more perfect out of the box experience. But if the dice fall your way, you get a very nice outfit for just... stupid cheap. (If not, you have some delays... again, sometimes, you get what you pay for. And the high end options are WAY slower than CosplaySky!)
Black gaberdine is not difficult to match in the slightest. Pretty much any black hat from another vendor will work just fine. It's the Olive/FeldGrau Line Officers who have a heck of a time getting matching hats. The Staff officer hats... don't give it a second thought.

Bailey and Shaun are correct. Per the wording of the CRL, you have those 3 (2 really because the one is the same bar flipped) options.
In your specific case, I believe it would be winnowed down to one (3 Red followed with 1 Blue) if you are using your Krennic uniform as the base for a V3 ISB.
Which is something I highly recommend! Why not have another approved uniform in the arsenal? While you're at it, a V4 Krennic would be essentially the same idea using a 6 Red rank.
I could see that as a grey area ISB rank for non LFL tiered troops so you wouldn't have to use hair coloring (if you need to for your regular Krennic), but that would be up to your local Garrison/Squad.
Also as a GML, I can say that it is not within our power to authorize additional rank bars. This is based on the very specific wording of the ISB CRL.
As an aside, I would LOVE the Staff and Line Officer CRL's to have this level of specificity. It makes a clear, black and white distinction of what is and isn't accepted.

It's a seam that does nothing, so it's not like it needs to be really strong. It's not load bearing, as it were.
Open the seam between the panel and lining, fold in a little, stitch it up. Maybe 1/4" seam. Then sew the lining closed again.
If the panel is too far off from the bottom of the coat (and I doubt it'll even be noticeable), hem it. It's not enough to make it too short.

While I'm no sewing master, I'm fairly sure it's possible with some degree of effort.
Right now, all we can say is it won't be L2/L3 ready right out of the box.
If someone can bring a Cosplaysky uniform up to those standards, I'd wager that a nicer quality uniform like the Anovos, would not be impossible to do the same with.

Some of us here in the Southern Cross Garrison used a piece of the waistband material from the trousers which were used to make hats.

All of mine, I threaded a hole in the center of the buckle and drilled a hole in the center of the buckle. Used a machine screw to attach the disc.

Yes it's totaly different, but if the Animated series was make on film, the armor look probably like Veers ? Animated costume is juste an adaptation of the real world uniform make to look like cartoon ; For exemple, the stomtrooper in rebels, the realistic version is the ANH, and the officer belt (just a ring in cartoon, but more complex on real). My question is more "can we create a "real" or "movie" version just with what we know" ?
It's just a reflexion...

The cartoon costumes are all stylised versions intended to be in the same universe after all.
The other Thrawn CRL (based on old legends comics) seems a little out of place now that Thrawn is canon. Not having a go at anyone at all I promise!
